With over 20 years in the construction industry, Andrew McKenna has stood in the shoes of project and planning managers and experienced almost all there is to experience in the industry.
He has worked on projects in Australia, New Zealand, South East Asia the Middle East and the U.K.
An expert in delay analysis, project planning and project management, Andrew’s ability to provide expert analysis and support comes as a result of operating on projects in varied roles including site engineer, surveyor, site/project manager, and planning manager, across industries such as water, rail, road, renewables, process engineering, commercial, health, and justice.
Key to Andrew’s ability to help design a tailored approach to resolving problems is his logical and common-sense approach, breaking down complexity to ensure understanding and acquiescence from all parties.

Tunnel, Victoria - Engaged by a major sub-contractor in preparation of an as-built program. Andrew also provided advice with regard to delays and cost overruns.
Port, NT - Andrew provided expert advice to the design consultant with regards to matters of delay and entitlement on a port development in the Northern Territory.
Offshore Wind Farm, Vietnam - Produced expert report on entitlement and as-built delay analysis.
Rail, NZ - Andy was engaged as part of the Accura expert claims team managing the delay claim matters. Issues were related to COVID 19, escalation, design problems and site access difficulties.
Commercial, Victoria - Andy was engaged to assess the contractors delay claims relating to COVID 19.
Road, Victoria - The project consisted of a 177-metre-long bridge, a four-lane divided highway, a bypass and on and off ramps. Andrew’s role was consultant planning manager, which involved resource and earned value management, claim advice and preparation.
Road, WA - Andrew was engaged as a planning expert on a construct only contract concerning the upgrade of a rural roads in WA which involved bulk earthworks, drainage and pavement works. Andrew prepared an as built program and constructed a cause-and-effect time impact analysis including a narrative explaining the key events.
Road, Victoria - The western highway upgrade was a 23km stretch of highway between Burrumbeet and Trawalla in Victoria. Andrew was the planning manager and his main focus was preparing a EoT due to major delay due to latent conditions, late issuance of design related documents and weather events.
Retail, Dubai - Andrew prepared an independent expert report on behalf of a main contractor in the GCC which involved an assessment of several key package contractors. The report demonstrated the extent of each party’s contribution to the delay and justified the levying of damages.
Rail, Victoria - Andy was engaged as a planning expert to work with projects team to meticulously plan several rail corridor shut downs and find efficiencies in work procedures. Andy was engaged due to his real life hands on project delivery experience from working for Tier 1 contractors as a planning manager and site engineer.
Rail, Victoria - Construction of new maintenance facility buildings and services integration to accommodate new rolling stock. Provided planning and programming services to the building contractor and provided rail infrastructure project delivery expertise.
Refinery, Tasmania - Andrew was engaged to assess a delay claim submitted by the main contractor on a refinery project in Tasmania.
Rail, Victoria - D&C component (package A) from Southern Cross Station. Provided project management, delay analysis / EOT preparation and planning services for the delivery of 20+ occupation / enabling stages for the RRL project and the activation of platforms 13 and 14 at Southern Cross Station. Being a D&C project, key challenges included the identification and reconfiguration of inground services and coordinating and managing signalling and rail infrastructure design packages accordingly for the majority of the works to be carried out under occupation.
Power Transmission, Qld - Andrew prepared a position paper in response to the main contractors EOT claim on behalf of the Employer.
Oil Refinery, Kuwait - Andrew was the technical expert on a large time and cost claim made against the Employer. The claims concerned alleged unsuitable ground conditions, SMP design changes and a force majeure event. Andy identified several contractor culpable events which not only reduced the claimed days but allowed a settlement to occur.
Hospital, Tasmania - Andrew was engaged to provide a merits review on three subcontractor EoT claims. The work packages concerned the MEP, Fire services and the HVAC works. Andrew first devised whether any of the subcontractors delayed each other by reviewing and developing the main contractors baseline program. He then reviewed whether the claim detailed the relevant causation and ensured there was no concurrency. Andrew provided a detailed report and updated programs to the main contractor which provided them with confidence to rebut several of the claims and come to an amicable settlement using the facts presented by Andrew.
Office Refurb, Victoria - Andy provided the main contractor with front end construction methodology and planning.
Rail Project, Victoria - Provided planning and programming services for the delivery of 2 new stations and line extension to Melbourne’s north.
Hospital, NSW - Andy worked for the main contractor as the planning manager on the construction of the Albury Wodonga Cancer Centre.
DOJ, Victoria - Working as the planning manager and internal delay expert for the main contractor refurbishment of medical and office facilities.
Rail Project, SA - The project was a major upgrade to a central rail yard which included track renewals, signal upgrades, major civil and structural works. Andrew was the planning manager working on site devising shutdown programs, efficiency reviews and dealing with subcontractor EoTs.
Power Transmission, NZ - Andy advised Transpower NZ on several high voltage construction projects. Advise included planning and the rebuttal of several EoT claims from contractors.
Pipeline, Victoria - Andrew was the planning manager on a 70km pipeline in regional Victoria.
