Rail Tunnel for a Tier 1 Contractor

Improvements to rail access to a major city centre had been under consideration for almost a century before the Rail project commenced, linking one side of the CBD to the other via underground stations and a new station to connect to the existing Line.

Construction progress of the tunnel was delayed due to the impact of COVID-19 while the broader project suffered scope creep and the delay impacts of a change in legislation, resulting in several claims launched by the Tier 1 Contractor.

Featured project value: $5.5bn

Project Date: 2021

Location: New Zealand

Service: Claims Consulting, Forensic Delay Analysis

Industry: Rail, Tunnels

Accura expert: Paul McArd

Accura Consulting worked directly with executive management to develop a tailored strategy that firstly separated each claim before then investigating and developing the cause and effect. Our experts were then able to quantify the cost entitlement under the contract.

The Accura Consulting team also devised claim narratives and attended management meetings to provide technical support.

A detailed forensic delay analysis was developed which aided in demonstrating the effects of the issues that had occurred, using facts and clear reasoning able to stand up to scrutiny.
